Govt considering amendment in Dogra Certificate order

 Sensing a considerable threat to current calm and tranquility in Kashmir valley in the ‘divisive politics’ of some political parties in Kashmir as well as in Jammu, Government is 

understood to have started hectic parleys between the coalition partners on issuance of ‘Dogra Certificate’ to residents of Jammu division. Three of the Ministers are expected to announce certainchanges in the Government Order No: Rev (LB) 69 of 2011 Dated 25-03-2011 at a news conference in Srinagar on Friday. 






Highly placed authoritative sources revealed to Early Times that the coalition government was remarkably perturbed over the growing activities of certain political parties, particularly Syed Ali Shah Geelani-led faction of the Hurriyat Conference in Valley and Prof Bhim 

Singh-led National Panthers Party (NPP) in Jammu, over the March 25 Government Order with regard to issuance of Dogra Certificate. Perceiving some embryonic vibrations of the year 2008 unrest, Government is said to be considering necessary amendment in the order. 
Three Ministers, namely Minister of Revenue Raman Bhalla, Minister of State Revenue Nasir Aslam Sogami and Minister of Irrigation and Public Health Engineering Taj Mohiuddin, are expected to announce the amendment at a news conference in Srinagar in the forenoon tomorrow. 
Sources said that the Department of Revenue was likely to make it clear by way of an amplification of the March 25 Order that the Dogra Certificate to be issued be Tehsildars (Territorial) would be “valid only for employment in Central paramilitary forces” wherever 
relaxation in height and chest of the measurement of candidates was permissible and wherever such a certificate was a pre-requisite. It was likely to be made clear in the corrigendum that Dogra Certificate would not be valid for any purpose other than recruitment in the Central paramilitary forces. 
Hectic parleys were underway between senior leaders of National Conference and Congress. Some Ministers were reportedly negotiating the amendments with Minister of Revenue Raman Bhalla at his official residence till late tonight. Senior Government functionaries seem to 




be believing that a clarification, specifying utilization of Dogra Certificate in paramilitary recruitment, would take the sting out of the controversy and consequently disallow resurfacing of radical forces, both in the Valley as well as in Jammu. Sources said that the government agencies were also monitoring the reactions and interests of the principal mainstream opposition parties, PDP in Kashmir and BJP in Jammu, though both were so far extremely cautious in making a 
comment. 
Meanwhile, officials at Legislative Assembly made it clear to Early Times that there were no rules or laws governing issuance of Dogra Certificate in Jammu and Kashmir. They asserted that Legislature in its recent session or previously had never made any legislation, resolution, calling attention motion or any other business on Dogra Certificate. 
“No such business took place in the budget session or any previous session”, a senior official said. He said that in the recently concluded budget session, some Jammu-based opposition leaders had complained that Tehsildars had been unnecessarily delaying issuance of 
Dogra Certificate. Minister of Revenue, Raman Bhalla assured them that his department would issue necessary order on the basis of recommendations of a committee that had been constituted vide Govt Order No: Rev (LB) of 2010 dated 31-12-2010 for the purpose of streamlining the decades old system of issuing so-called ‘Dogra Certificate’. 
Subsequently, Government Order dated March 25th authorized Tehsildars (Territorial) to issue such certificates in favour of residents of Jammu division who otherwise were in possession of Permanent Resident Certificates in terms of J&K Grant of Permanent Resident Certificate 
(Procedure) Act and Rule made there under.
